You can access the LS Airport runways via the stairs that lead to the location of the Flight School in the Story Mode. Just jump over the rail/wall on the left of the stairs past the fence and drop down behind it. You’ll have no Wanted Level and access to the runway and either one or two Maverick helicopters. You do not get any Wanted Level for stealing these four-man Choppers.

Once you hit level 30, you can call for a helicopter pick up from Merryweather for $1,000. Much like a taxi, you can get in the back and it will fly you to your marked waypoint. Much like a taxi too, you can shoot the helicopter’s pilot and jack the vehicle to be used however you wish. This is available on missions too and a useful way to off-set poor job mission start points (ie. 5 miles away from mission objective).

To make the most of this, try to pick a car that has the best possible value for street-jacked cars, and/or a variety of available modifications. As well as the tracker and insurance, you will be able to equip this vehicle (at no cost to yourself) with custom wheels, numberplates, and potentially more items as well that would normally be unavailable to the player at this point in the game. Cars with Grille, Hood, Chassis, and/or Spoiler modifications have been found to offer the first level of customisation for free at this point – in some cases, this is 15 or more levels before they would normally be purchasable. Players also have access to all available paints & plate styles for free, potentially saving them many thousands of dollars, and can also equip custom wheels – be warned, although the game implies that you can purchase a lot of different wheels, only those actually fitted will be remembered in future visits.

This can be a quick source of easy money, as once your car has been customised the Mod Shops become available for selling to. Customised vehicles sell for more than uncustomised ones, and as you’ve paid nothing for the car it’s not unreasonable to sell the new vehicle for way more than the price of adding a tracker & insurance to another, and pocket the difference to spend on guns & ammo, clothes, etc.
