THE DILEMMA: Sen. Shelley Moore Capito (R-W.Va.) was skeptical on Thursday about the chances of enacting both an infrastructure package and a surface transportation reauthorization. “I just don’t think we can get two done. I wish we could,” Capito, chairwoman of the Senate Environment electricity symbols worksheet and Public Works transportation subcommittee, said at an airport industry event. “I think it’s going to be too big a hill to climb in this environment. So I think the most focus is going to be on the highway bill.” House Democrats haven’t been entirely clear on how they plan to juggle the two.

‘Kill the bipartisanship’: House Transportation ranking member Sam Graves (R-Mo.) said at the event that lawmakers are “still trying to come up with a dollar figure” for the infrastructure bill, but he thinks it would be “very, very tough” to hit committee Democrats’ stated goal of $500 billion. As our Brianna Gurciullo reports, he seemed confident the committee will be able to approve a bill, but the House floor is a different animal. If it’s loaded up with carbon taxes and Green New Deal, then that will kill the bipartisanship, he said.

Riding along: If an infrastructure package does materialize in the House, it will likely become a popular vehicle for other legislation. Members are already talking about electricity related words tacking their bills onto it, including Rep. Bennie Thompson (D-Miss.). IN THE STATES: While Congress winds through its legislative process, states are getting in on the infrastructure action, too. A new analysis from the American Road and Transportation Builders Association shows that legislators in 37 states have introduced 185 bills aimed at boosting transportation investment in the first two months of 2019, an increase over last year. Twenty-one states have proposed increasing gas taxes to fund transportation improvements, including 10 proposals that involve gas definition physics creating variable-rate taxes.

CRUZ TALKS ‘MODERNIZATION’: At the airport industry event, the Senate Commerce aviation subcommittee chairman spoke about “air traffic control modernization,” though he didn’t go so far as to explicitly call for separating operations from FAA. Cruz told attendees he plans to hold a hearing on “the policy pros and cons, the advantages and disadvantages of modernizing air traffic control.” He said such “modernization” could “reduce the size of the federal government” and is “supported by both unionized workers and free-market advocates.”

ELWELL HAS NO INTEREST IN COUNTERDRONE AUTHORITY: At the same event, the acting wd gaster battle FAA administrator said he would oppose giving his agency the ability to intercept drones. “There have been proposals in the past and discussions about the FAA being responsible not only for detection of drones but mitigating drones around airports,” Elwell said. “And I will tell you, as long as I’m working at the FAA, I’m frankly gonna fight to not have FAA take things out of the sky.” He also said FAA is working on a document “with sort of a frequently-asked-question thing and what we’re doing to go through the standards and the performance that we will expect for a drone mitigation system at your airport.”

ON THE HORIZON: The DHS la gas prices map inspector general is expected to release a report on TSA’s Quiet Skies domestic watch program this summer, a spokesperson for the IG office told Stephanie. TSA has faced intense scrutiny over the program since The Boston Globe first reported last year that it required federal air marshals to monitor and track the movements of U.S. citizens not under investigation or on a federal watchlist. The report will evaluate the effectiveness of Quiet Skies, including its data collection process and the cost of the program compared with others at TSA, according to the IG’s website. Trucking

In a letter sent to the bill sponsors Thursday, the group argued NHTSA has considered options for underride guards in the past, but repeatedly decided federal mandates would be impractical and costly, outweighing the safety benefits. “The reintroduction of the Stop Underrides Act intentionally disregards this reality,” OOIDA wrote. OBITUARY: Joe Boardman, a former FRA administrator and Amtrak president, died at 70 on Thursday.
