POLITICALLY power is said to belong to the people and in PNG at least, this belief is enshrined in the country’s Constitution. But in Kimbe, Daru, Vanimo, Mendi, Aitape, Buka, Finschafen and Maprik paid 26 toea gas and supply shreveport a kilowatt hour for excess consumption.

Many villages in PNG use the so-called solar lamps which are cheap dry cell battery-operated lamps. In large villages you see them like dozens of fireflies while the rest of the village is in total darkness. The long term cost of batteries is not recognized by the consumers. They only notice how cheap the battery costs. Their focus is on today and the very next day.

Countries like China are very strict and severely punish corrupt public officials to send a clear message to would-be perpetrators.
